Malta Police Force Organistional Chart

The Malta Police Force is organised to provide effective policing, public safety, criminal investigation, operational response, and organisational support across Malta and Gozo. Its structure is designed to ensure clear command, accountability, coordination, and service delivery across all policing functions.

The Force is led by the Commissioner of Police, who is responsible for the overall direction, administration, operational effectiveness, and strategic leadership of the organisation. The Commissioner is supported by senior leadership structures that oversee investigations, operational policing, technical services, governance, resources, and support functions.

 

Office Of The Commissioner

The Office of the Commissioner provides leadership and direction to the Force. It ensures that policing priorities are aligned with public safety needs, legal obligations, operational requirements, and national security considerations.

The Commissioner is supported by internal oversight and professional standards functions, including internal audit, investigations, and professional standards. These functions strengthen integrity, accountability, discipline, and compliance within the organisation.

 

Investigations & Technical Support

The Investigations & Technical Support area brings together specialist investigative and technical functions. These units support the investigation of serious, organised, financial, cyber, and complex crime, as well as victim-focused and technical policing services.

This area includes functions dealing with:

  • organised crime;
  • major crime;
  • public protection;
  • financial crime investigations;
  • immigration and international relations;
  • cyber crime and counter terrorism;
  • forensic science;
  • victim support.

These units provide specialist knowledge, investigative capability, intelligence support, forensic services, and victim-centred responses. Their work supports both frontline policing and complex investigations that require technical expertise or cross-border cooperation.

 

Field & Operational Support

The Field & Operational Support area is responsible for the delivery of frontline policing and operational services. It includes the Police Districts, operational support functions, command and control, custody, protective services, enforcement functions, and centralised offices.

This area supports daily policing across communities, public spaces, roads and other operational environments. It provides the structure through which the Force responds to incidents, manages calls for service, deploys resources, and maintains public order and safety.

The districts form a central part of community policing and local service delivery. They provide a visible police presence, respond to public needs, investigate local offences, and work with communities, public entities, and other stakeholders.

Operational support functions assist frontline officers through specialist services such as command and control, custody management, protective services, licensing, enforcement, and centralised administrative policing services.

 

Strategy & Support

The Strategy and Support area provides the corporate, administrative, technological, financial, logistical, and strategic functions required for the effective running of the Force.

This area includes functions dealing with:

  • human resources;
  • training and development;
  • occupational health and welfare;
  • information and communications technology;
  • digital policing and data management;
  • finance and procurement;
  • quartermaster and supplies;
  • project management;
  • asset management;
  • strategic planning and change management;
  • communications and insight;
  • legal and data protection matters.

These functions support the operational and investigative arms of the Force by ensuring that officers and units have the resources, systems, training, policies, infrastructure, and administrative support required to carry out their duties effectively.

 

Governance, Accountability & Coordination

The structure of the Malta Police Force supports a clear chain of command and defined areas of responsibility. Each directorate and unit contributes to the overall mission of the Force while maintaining accountability within its respective area.

This organisational model allows the Force to coordinate operational response, criminal investigation, specialist support, internal governance, resource management, and strategic planning. It also supports cooperation with national authorities, international partners, community stakeholders, and other law enforcement bodies.
