To be eligible for a Security Steward Licence under the Security Stewards in Sports Venue Act, individuals must meet specific criteria and undergo a structured application process. The aim is to maintain high standards of professionalism, safety, and effectiveness within the private security in sports venues sector, thereby safeguarding the welfare of the public at sports venues.

Purpose

 

  • Possession of a Valid Security Steward License Individuals are required to possess a valid license issued by the Commissioner of Police to legally operate as security stewards in sports venues.

 

 

Application & Eligibility

 

  • Age Requirement: Applicants must be at least eighteen years old to qualify for licensure as a security steward.

 

  • Application Submission: Prospective Security Stewards must apply through the Police Licenses Office, providing necessary documents such as identification, training certificates, a clean police conduct certificate, a declaration that he has no financial or other interest which could in any way conflict with the services to be provided as a security steward and references from previous employers if applicable. The application process includes a fee, and upon approval, the issuance of a license valid for one year.

 

  • Fees: The application fee for a Security Stewards License is twenty-four euros (€24). The annual renewal fee is twelve euros (€12). Licensees must prove attendance in a 10-hour refresher course yearly for renewal.

 

 

Requirements & Conditions

 

  • Training & Certification: Individuals seeking a license must complete a minimum of twenty hours approved training course evidenced by a certificate of completion and a valid first aid certification issued by an accredited awarding body, submitted to the Commissioner of Police.

 

  • Renewal & Continuing Education: License renewal is contingent upon completing a minimum of ten hours of continuing training every two years, ensuring that security stewards remain well-informed about their duties and any changes in relevant laws or regulations.

 

  • Security Steward Services: Security stewards services may only be provided by a security stewards agency licensed in accordance with the provisions of the Security Stewards in Sports Venues Act, Cap 650 of the Laws of Malta.

Authorised Providers Of Security Stewards Academic Training

The Malta Police Force is vested with the authority to approve the provision of academic training necessary for an individual to obtain or retain a licence as a security steward. Such training programmes are endorsed following consultation with the Authority for Integrity in Maltese Sport. Providers of academic training are subject to annual accreditation by the Commissioner of Police, confirming compliance with the established standards. The applicable fee payable upon approval by the Commissioner is two hundred and forty euro (€240). Security Stewards Agency

A Security Stewards Agency is any person or organisation licensed to provide trained security stewards at sports venues. To be licensed by the Commissioner of Police, applicants must submit a formal application, pass background checks (clean conduct)—hold indemnity insurance and pay the prescribed fees. Only licensed agencies may supply security stewards for events.

 

Application

 

  • Application Submission: Any person or body wishing to operate as a licensed Security Stewards Agency must apply through the Police Licensing Office. An application shall be submitted in writing and accompanied by the following documentation, as required under the Security Stewards in Sports Venues Act, 2025:

 

    • A full list of company representatives (directors, shareholders, etc.), including ID card numbers and residential addresses, issued by the Malta Business Registry and duly signed and stamped.

 

    • A certified resolution of directors appointing one director to act on behalf of the company.

 

    • A list of all security stewards engaged by the agency, including their ID card numbers and copies of their valid steward licences.

 

    • A copy of the Memorandum and Articles of Association.

 

    • Financial statements covering the last three (3) years of business activity. Where required by law, these must be audited statements.

 

    • A signed declaration from the applicant confirming that no financial or other interest exists which may create a conflict with the provision of security steward services.

 

    • A clean conduct certificate for all directors or legal representatives of the agency.

 

    • An indemnity insurance policy (original and copy) covering the entire licensed period to a minimum of two hundred and thirty thousand euro (€230,000).

 

    • Photographs of the uniforms to be used by the agency.

 

 

  • Fees: An application fee of two hundred and forty euro (€240) applies. On renewal, an annual fee of twelve euro (€12) is payable for every steward employed by the agency, subject to a minimum of two hundred and forty euro (€240) and a maximum of one thousand two hundred euro (€1,200) per year.
